Or just realistic. What you're suggesting is like saying people that don't fancy the same sex as them are homophobic, or that people who don't fancy the opposite sex are straight-bashers.
People just like what they like, it's really as simple as that.
I... I want to like this several times but I can't so I hope one will suffice. 
While I can understand how some people might view it as racism (for whatever reason), I definitely do not agree. I view it more as preference. Would it be fun to romance him as a dwarf, or a Qunari, or even a purple-skinned lizard-monkey? Heck yes! But it is what it is.
Cullen strikes me as the type to prefer humans or elves due to his past, but if the Inquisitor is a honorable, caring, and wonderful person then I think he would still love her even if she was a dwarf, or a Qunari, or a purple-skinned lizard-monkey. Why? Because he's a decent, damaged, wonderful man and any woman willing to be by his side, help him face down his demons, and care for him like the Inquisitor does is still going to mean the world to him. I think if the Inquisitor is a complete and total evil jerk, then no, he won't be with them but that has nothing to do with race and everything to do with being an a**hat. But hey, that's just my take on it.
