I got all of those banters in the video from both Templar-side and mage-side, for what it's worth it. It's luck of the draw who'll be affected by banter bugs, but neither faction gated any of the exchanges with his aide, as far as I noticed it.
Yeah, I think from now on when I go to see Cullen I will hang by the door a bit just to make sure either him or the messenger don't start any dialogue.
Not gonna lie, it kinda bothers me that some key plot points and aspects of the character's story arcs play out via the war table and "kill the thing/collect the thing" style quests. I dunno if that's down to cut content that got thrown back in as war table filler, or if they didn't have the word budget for it, but things like encountering Carroll certainly warrants at least one extra piece of dialogue from him... I mean, what better way to learn more about Cullen's past before his torture etc than to have him tell us about it, it wouldn't even need to be dramatic, he could just tell us how he knew him and what he was like prior to turning into a mutant etc.
See, this is where DA:O got it so right, even with the silly little side quests you could return to the person giving that quest and get some sort of dialogue/details as a result.

Not random war table quest you might actually miss. I can't even imagine what it must feel like to be a Zevran fan. Sniff. Then again... maybe it's similar to being a Sebastian fan.

You have to ask him what you can use the chargers for all the time and every now and then he will suggest something and then the missions will come up on the war map.
