Also, Cullen specifically goes from thinking Samson is "good man" to not ("he seemed a decent man at first"). I can't see Cullen thinking something like that means you're "bad."
If you ask him about what he'd personally change about the circle system, he'll say that there needs to "be a safer way for templars to leave." This is later on, after he mentions that Samson "had choices."
