Really, there are several reason why they might not have announced him being a companion.
 
1) He's next up for Follower Friday, so they're keeping the suspense until then.
 
2) Saying he's a companion might expose something else, like the Grey Warden being a rogue now or out, etc.
 
3) They don't want to, because they are trolls. 
 
 
And a few reasons why they wouldn't confirm him as an NPC romance.
 
1) That announces NPC romances, which they might not want to do yet.
 
2) Confirming Cullen as NPC all but confirms the Grey Warden as a companion.
 
3) Trolls. The lot of them. 

That still doesn't make sense. Like, hey guys, this is Cullen he is a LI, his VA spent 20 hours recording his lines... But we still won't say if he is a companion. IT'S A SECRET.
And no, the Grey Warden is not a rogue, he uses a frigging shield. Last time I checked rogues did not use shields.
And I really hope he is not the next Friday Companion. That would be terrible, we already know a lot about him, we need some fresh blood

Frankly I don't know what to believe nowadays since magazines post completely non-confirmed info as facts. But what I gathered so farIn ps4 mag they wrote that it's not a sequel since

The Grey Warden was seen with a shield.  That could have changed in the time between then and now.

 

I don't think it's likely at all, and while there are lots of little thing that niggle at me about Cullen not being an actual companion, Occam's Razor decrees that Cullen being an NPC is most likely. Not a for-sure thing, but likely. It's all good.

For Cullen as a Li but not a companion, I believe we have a home base, and it would be interesting to have someone to go home to, as it were.  Just not sure it's quite the same as having a LI interest that fight's by your side.  Is among the reasons I've never romanced the NPC in ME2.

I just think that they shot their own foot with endings since they leave universe in completely different state, that you just can't do a simple follow up. As for prequel, I wouldn't mind it but it would undoubtedly lead to the same ending so they chose au. Can't blame them. I wouldn't put absolute trust into what I just typed though, it might be that the journalist exaggerated it. The only fact is that the trilogy ends Shep's story as far as I am concerned. I can't believe I am still typing... stop reading

Back on page 45 someone asked about the companions being leaders thing.  It was tweeted yesterday from pax by a fellow bsn'er.

 

Your 9 followers will be leader-types, much like all DA2 followers were outcasts. #DragonAge #Inquisition #Bioware #paxeast

 

And I do think it was briefly mentioned in the video that's been posted.

Unlikely they would change his class. It would be like making Oghren or Iron Bull a rogue - ridiculous.
Meaning that either GW is not a companion, or Cullen is not a companion.
I hope for the latter
