Agree. This is my interpretation as well. He'd rather have them gossip than there be no reason to gossip at all, i.e., not getting involved with her. So he's willing to risk the gossip to be with her, which is sweet. I just can't imagine him *wanting* to be gossiped about, given how he doesn't seem particularly forthcoming with personal matters.
Does that mean he wouldn't want people to know about the relationship? I dunno. TBH, I think someone getting involved with their superior is something that *should* be raising eyebrows, and while it's clearly not prohibited, it's something that should be undertaken with decorum and circumspection. Really, like any workplace romance. So, while I don't know that he'd be sneaking around, I would expect him to keep the relationship on the down low.
I'm not sure, the idea of workplace romances, etc. are pretty modern concepts. And while the Inquisitor is in command, the advisers and companions don't appear to be in fealty to the Inquisitor and retain a lot of power and control of the organization, especially the forces directly under them. I do see him as rather private, but I also think he wouldn't want to feed gossip by doing things that suggest he's embarrassed. Of course, a lot might depend on the specific Inquisitor's attitude, and I'm sure they left that to headcannon so we can all imagine it the way we think makes sense. But I imagine my Inquisitor and him spending the nights together in one room or the other without necessarily trumpeting that fact. (Hopefully that makes sense, lol.)
