The way I take it is that he's normally so straight-laced and business professional. However, I can picture him practically pulling out his hair and biting his nails in suspense whenever the IQ is away - he just can't let anybody see it. When she returns from the final battle, I see him practically bouncing on his toes waiting for her to climb those stairs and then finally he can't hold it back and gives her a hug in front of everybody. The way Cullen keeps himself in control and then just explodes is one of the things I like most about him - totally sexy. I see a lot of parallels between him and another dayum smexy character - Elijah from The Originals (yes, I watch The Originals - I am not ashamed!) Elijah is always seen wearing a perfectly put together suit - is all professional and business. He smolders with the best of them. And when he can't contain himself anymore OMG watch out.
Not wanting folks to gossip about their relationship is completely understandable, especially for such a "high profile" couple like being the #1 and #2 of the Inquisition. I wouldn't say he's ashamed of their relationship or even wants to keep it secret - it's just that it's really nobody's business. I liken that to any celeb that doesn't want to be in the tabloids.
I agree.
We all need to remember too that Cullen is a private person. While he is happy as hell to be with the Inquisitor he is just not one to run up to every person and tell them He and the Inquisitor are involved and doing cartwheels.
By the time the end comes, Cullen is not only so damn in love with your character but also VERY happy your character survived. I mean Cullen WANTS to spend the rest of his life with the Inquisitor. He has lost so much in his life and to lose the one thing he cherishes above all else (well maybe aside from his duties) would no doubt destroy him mentally. Thus Cullen hugs your Inquisitor and does not give a damn what other people think or say at this point.
It will be most interesting to see what the future holds for your/my Inquisitor and Cullen.
