I think that if you're just posting your fanfic with a link to the art that sounds great! I'm sure the artist would be really touched, especially if you let them know ^^ I was approached the other day by someone who liked my scratchy Red Cullen sketch enough to write something for it and I thought it was really sweet. As long as you aren't reposting the person's artwork to advertise or decorate your work without permission, I feel like it's totally okay. But that's just me.
Though now that I think about it - if you feel like you've taken something the artist came up with themselves that isn't originally mentioned in Dragon Age, it probably would be a good idea to ask for permission just in case.
Many artists don't like to see their stuff reposted, even with links and credit, so it's always in good form to ask permission first, if only to avoid awkwardness. If they ask you to not repost the piece itself, you can still link to the art that inspired your story in your author's notes, so people will still have the reference.
That's for fanart, mostly. With a song, I suppose the artist (if we're talking about a youtube musician, or the like) would even prefer extra the exposure of an embedded video, to earn as many views as possible.
eta: unless I misunderstand your question, and what you're asking is if you need to ask permission to post your own story if it was inspired by something else? In that case, go ahead and post your stuff. Inspiration can come from anything, but the story is still yours.

I use the exact lyrics as Mia sing it for kid!Cullen so I'll ask them first since this is their written words.
