To their defense, it would be much more involved for them to implement that type of feature. Though it would be amazing (I love it with other games), a lot more work would need to go into cutscenes due to lighting. The problem is that Bioware games use way more cutscenes than others.
I always use Lord of the Rings Online as a perfect example (you could also include Skyrim). The game has absolutely amazing day/night cycles along with full weather which ranges from sunny, cloudy, no clouds, partly cloudy, foggy, drizzle, rain, downpour, thunderstorm, snow, blizzard, etc etc. It's absolutely amazing and immersive. However, it's very difficult to implement something like this in a game that relies heavily on cutscenes.

However defending Bioware or EA for that matter is like trying to use Saran Wrap to protect yourself from a bullet.
If this was ten or fifteen years ago, I could see that, but this day an age game development has come along ways. Weather and Day/Night cycles are two different coding structures not one and the same
Can a game which uses cutscenes quite a bit implement a day and night cycle? Absolutely. It just depends on if the company is willing to do the work involved.
You or anyone else is probably thinking, "Well Bioware did do a lot of work on this game already." Yes and No. Yes to what work they put in, No to the fact they cut so much out of the game that WE the players got the bare bones of what it could have been. Why? Who the hell knows.
But I digress. Getting back on track.
Skyrim took five years give or take in order to create the game. DAI took only three years. Thus this is why those cycles are implemented in Skyrim - more time and dedication from Todd and his team.
IF Bioware took steps in the direction Bethesda has taken over the years, DA could be much more then what it is.
It is not a matter of taking something over something else, its a matter of complacency and Bioware and EA are fully aware of this.
I for one would had something more in the signal player game, then this MP bs.
At any rate, I have said what is needed to say. I think its best we do not make this out into some back alley brawl simply because this is not the place for it.
