Eh, I didn't think the sideburns were that big a deal either, though it just added to my impression of sloppiness and lack of interest when it comes to hair, especially if they shaved the sideburn on the male dwarfs but left them for the female dwarves.
It's the fact that all but two of the facial tattoos, which are almost as much a part of a casteless carta dwarf as the Dalish ones, overlap the sideburns. So...you either don't use the hair styles with sideburns, which include at least 3 I find marginally bearable, or you only use the traditional casteless tattoo (which I can't imagine most surface dwarves allowing) or the "mask" one I have on Zhenya.
Interesting. When I looked at settings earlier after you mentioned it, I couldn't see an option to go higher than ultra for textures (and yes, I had mine set to Custom already since I set a few landscape settings-vegetation, water, lower so the game runs better). But now I can see a fade-touched option. Weird.
However, it really doesn't improve it much, at least on my system. I reset it, exited the game, restarted, reloaded and:
Ok, I just posted this in another thread to prove that there is a difference (at least for me) between Ultra and Fade-Touched textures for shaved hair. Even with Fade-Touched, it still looks terrible up-close, but it's way better than Ultra. Click on the images for full size:
