Elu, I'm not very far from being unable to see at all in low light... And I see black & blue on that pic.
So it must be Seph's explication then, my computer's on rather high brightness.
EDIT: I tried to see it with all lighting off & low brightness & it's still black & blue.
Try printing it out and holding it up to light. The moment I put the picture under a dark area it turned blue and black. So perhaps it switches?
Do what I do then...

Perception is such a cool and mysterious thing. What you consider to be one color could truly be something else entirely to someone else.
Ain't it different for physical & chemical colour? I'd expect each person to perceive differently Physical Colour but I'd expect people would tend to see same colour for chemical colour.

Hmm... if it's without Elu's explication I'd say I get it all wrong. I know that I got my colour & depth & distance perception all screwed up because of a surgery in both eyes a few years back so... Well, it took me a month back then before I start to see anything not as too "flat" and not covered in a sort of white mist. It was actually one of the most interesting month I've ever live, the whole world looks sooo different 
I'll try to print it tomorrow & see what it gives on paper
Colors can also change based on monitor calibration. I'm pretty anal about my monitor's calibration because of my photography and needing to make sure what I see is what I get when I print.

It's all about the light and what your eyes can filter. It is truly a black and blue dress, but some people are unable to perceive the difference.
I don't think this is the case because I've taken several color vision tests on a few different laptops and according to them I have perfect color vision, which at the very least means I can discern color/value variations very carefully across different monitors. I think this is not so much a case of selective colorblindness and more that what we're seeing is being influenced by variations in our hardware.

I see white and gold, but it's actually blue and black. The picture is over exposed. I wear glasses, and my eyes are a bit older, so my brain sees it as white and gold. When you turn the brightness down, it's blue and black.
(Can't believe I am actually discussing this silly dress lol)
