Thing is... he also basically has a point. Nevertheless, this isn't the place to start a mage vs. templar debate. We're open to discussing the character pros and cons, and Cullen has both. But let's have a reasoned discussion without flinging hyperbolic and unfounded accusations.
I think they should have made it more explicit if Cullen really changed his ways because there are scenes that either show him "relapsing" without an apology at best or at worst show him to be a hypocrite who has to be subtle with his anti-Mage opinions because he isn't in a position of power like when he was a Templar.
Things like when you ally with the Mages, an oppressed minority hated by the world and hunted by people who had divine right over their lives and in their desperation to survive were tricked into signing themselves off into indentured servitude, Cullen gets seriously pissed off and acts like his DA2 self ("This isn't a matter for debate. There will be Abominations among them." "They're not monsters they're people, and deserve the same respect as anyone else." "This is not about respect."). Or when he says things like "Meredith's methods were harsh but they kept people safe" or "and she wasn't wrong about the Blood Mages" while not reflecting that her methods never kept Mages safe or that many of the Blood Mages were the result or her harsh methods.
And, imo, he doesn't focus enough on his own failures. Sure he says the way he speaks of Mages wasunworthy of him but he doesn't go into the fact that he was Second in Command of the Kirkwall Templars and did nothing about the corruption or rampant abuses of Mages among the Templars; even going so far as to endorse the "Tranquil Solution" when the matter is brought up to him and advise Meredith to be even harsher when dealing with the Mage Underground in DA2 (in this codex)

Okay, just rewatched the blasted thing. It's Cass, Leliana and Harding in the room. I'm thinking Harding is reporting in, and neither Josephine or Cullen are there because it's a spy matter. It's during the whole "Why won't anything in this "bleeping" world stay fixed"

I actually agree with you, to a point. I also wish that there had been more dialogue in the game about the ways in which his views have evolved since DA2. I feel like there was an attempt to simplify some of his more problematic character traits in favor of simplifying his issue to be the general Templar issue with lyrium. And much of his current dissatisfaction with the Templar order comes from things that happened off screen between the games that aren't explained.

I don't agree, however, with the notion that there was no evolution of his views during the last game. They actually evolved quite a bit and by the end he's even siding with a mage (perhaps), in favor of mages against his superior and expresses considerable doubts about Meredith's actions during Act 3. For example, he actually does not support the tranquil solution. He says that there are reasons that tranquility is a solution, acknowledging as well that the mages disagree, but the Right of Tranquility itself is different than what Alrik was advocating with the tranquil solution. Even Meredith did not support the tranquil solution, and denied Alrik's request.
Regarding the Mage Underground Codex that you quoted, I don't see anything in there about harsher treatment of mages. Instead he talks about reaching out to the citizenry and changing their hearts and minds about the Mage problem so that they stop helping the Mage underground rebels.
Now, what does seem to be true, and is often overlooked in his characterization in the new game, is that he still supports there being some kind of limitations for the mages. He doesn't advocate pure freedom so it's not a total 180 in his views. But during his romance, for example, you could have extensive conversations with him about what a mage solution might look like, and his ideas are far more humane than the circle system.
