I have vague memories of something like that showing up in the game, but they are very vague. The dialogue does look a lot like the dialogue you get if you ask him about his experiences in Kirkwall. Maybe it's like Josephine's explanation of Baron du Rellion's ownership of Haven: you only get the dialogue if you don't open up the "Kirkwall" dialogue branch in Haven. Since most of us do exhaust every possible dialogue tree at the first opportunity, it would explain why we haven't seen it.

Hmm... The plot flag required to trigger the dialogue must be set to true for the dialogue to trigger, which means you have to do something to actually set the flag. If you don't do anything, then the flag would not be present (and automatically be read as being false), which is the case for all of my saves. I've been going through Cullen's, Hawke's, and Varric's other conversation files to see if anything sets the flag, but haven't found anything so far.
Here's the dialogue in the Mod Maker (the Hawke dialogue is in a separate branch from the Kirkwall dialogue):
If it does depend on whether or not you asked him about Kirkwall in Haven, then I would think that speaking to him about Kirkwall there would set a flag (making the flag true), and then this Hawke dialogue would then look for a false flag in order to confirm that the Kirkwall conversation never took place in Haven. Since the flag would be true, the Hawke conversation would not trigger. Confusing. Wish I had a save where the Inquisitor didn't speak to Cullen about Kirkwall at Haven just to test things. ![]()
The dialogue also doesn't check to see if you're even at Skyhold yet, so either you can trigger it as early as Haven, or that one plot flag can't be set until you've already reached Skyhold.
See, this is the reason I'm obsessively writing about them. They're nuts. And I blame R2. I would have been happy and safe writing Inquisitor Trevelyan fic, but no, I had to read your stuff, R2, and then Hawke wouldn't shut up.

Unfortunately, most of the flags are hex code. I'm usually able to figure out what they most likely mean by comparing lines of dialogue that look for the same flags, or by finding out which lines of dialogue set which flags, or even by looking at the plot files, but so far I haven't been able to find this particular flag in any of the obvious spots. ![]()

I've already started a speed run, and with the help of Cheat Engine and God Mode, it's moving pretty quickly.
I MAY have a female dwarf with female Hawke playthrough that I can test this with. Because I know I've gotten this dialogue before, just not sure with whom. And all my other playthroughs are male elves with male Hawkes.
If you can get the dialogue to trigger, please let me know! It shouldn't matter if your Hawke is male or female, or if your Inquisitor is an elf or dwarf, though. The Inquisitor's race isn't brought up in any flags, and the lines for both male and female Hawke both look for the same flag.

Don't get me wrong, Cullen is the only romance option in the game that I find interesting. Yet while his romance does have a lot of interesting moments it still could have used some polish.
What I would have liked added:
*Companions speak about the romance while out roaming the countryside.
*Able to give Cullen a gift. Buy a special sword schematic in Val R, craft it and give it to him.
*A few more dialogue banters at the War Table.
*Cullen's tarot card changes.
If they did these things the romance would have been perfect. But alas they did not. Thus I'll keep head-cannoning that the Sparring Ring was a gift to Cullen from my Quizzy.
