They can be, though I think it's tough to talk about the Dalish as if they were a unified group with similar philosophies and goals.
I agree,the dalish population is rather diverse,although I must admit that so far we've only seen clans and individuals that are either moderate or hostile.
I'm intrigued to see a clan that get's along relatively well with the local human population like the one in Rivain,they'll offer an interesting POV.

Yeah, just going by snippets and admittedly pieced together speculation, it just makes me say, "oh, oh". From what I understand, I will apparently have to pick side between the Dalish and the Orlesians.
Now, what I don;t understand is the make up of the elves that are the majority of the Halamshiral populace. Are they considered Dalish, or City? But with having this very minority human noble population in the area essentially occupying the area, if something pops off---the first place to get razed would be the human noble area.
True, it may not be all the elves--Dalish, or City, but it doesn't take alot of ppl to srsly eff some stuff up. Idk, but it just seems to me that being hold up at that noble area/Winter Palace place would be a choice target if I had revolution in mind.

I think Justice's power as a Fade spirit could have waylaid the Taint, just as Faith could halt Wynne's death.

Halamshiral is an Orlesian city at the very edge of the Dales, the forest. It is also home to Celene's Winter Palace. In the olden days it was a city in the Arlathan empire.

So, talking about Cullen and the dark circles around his eyes, would you prefer him to still have them or not? I think I'd like them to still be there if only faintly since that's part of his signature look: the curly/wavy hair, the goatee, the amber eyes and the purple/red circles around them.
I'd like to see him still have the dark circles but have them be lighter, to suggest that he's a little sleeping better these days now that he's put Kirkwall behind him.

Speaking from experience, the dark circles may have nothing to do with not sleeping well. For me it's a family trait, so they're there all the time. However, when I don't get enough sleep, it looks like someone punched me in the face! So, I think I'd like to still see the dark circles on Cullen.

Ah, I probably used the wrong word. I think they will wait for Gaspard and Celene to weaken each other, and then they will wait for the flat-eared to do some more damage to human empire, and only then they will, perhaps, gather to discuss their plans of world domination. They are in no hurry to get killed If some elves are doing to attack the winter palace, I think it will be the city elves, although (TME spoilers)

Lambert holds a meeting, where 15 knight-commanders vote to break away from the Chantry. Other 4 are either not present, or disagree, or not present, because they disagree ( I assume there are 20 circles, not 15, as wiki a claims, because 15 first enchanters arrive at the conclave, and it's said that 4 couldn't make it in time, so they probably don't count Orsino, who is dead). One of them is probably Cullen, because Meredith is dead, and he must be the acting knight-commander instead. Then Lambert thinks about removing them from their posts. But he doesn't do it, because Cole kills him or possesses him (that would explain why Cole is such a hulk in DAI). So Cullen will be either "removed" by whoever leads the templars after Lambert, or he and other templars will join the Divine. That's my speculation
