I'm not sure with Cortez but with Traynor she just initates things with you regardless of how you talk to her. She comes up to play chess, sees that you have a shower, asks to use it and then she makes a hint about fancying "a certain lady", Shepard plays dumb and then you can either join her in the shower or stay put, if you stay put then she takes the hint, LOL!
Gahh not sure if anyone responded about Cortez but I'm about ten million pages behind and I'm in a hurry, so I'll just respond here.
You have to approach Cortez because he's grieving over his dead husband, so he's not going to make the first move or even really hint at first that he likes you. You have to talk to him a lot, then eventually encourage him to leave the ship (because he's become a bit of a shut in since Robert's death). He admits after a few chats that there's a memorial wall he wouldn't mind visiting on the Citadel, and he could put up Robert's photo along with all the others. You can talk to him at the wall once he goes there, but it's still not a romance path yet. Finally, back on the ship, he says he's feeling more positive about life and (I can't remember this part too well) either Shepard suggests he go to a club or he himself says he intends to go clubbing and have some fun next time the ship docks. So next time the ship does dock, you can go find him in the club and ask him to dance, and that initiates the romance.
So it's pretty well-done I think, although I personally could never go through with the actual romance because I felt like it was just too soon after his husband's death, and it just didn't feel very romantic.
