Bioware always credits their voice actors, if Victoria is not in the Citadel cast list, she did not voice any characters. It's that simple.

As for Brooks' VA, there's been discussion about this on the ME3 boards, and the conclusion seems to be she is voiced by Siobhan Hewlitt, who IS credited in the DLC (and also happens to be English), and one person claims they've gotten a personal confirmation from her.
