I don't get why, though They look nothing alike except they are both darker-skinned females.
I recall people assuming a while back that scribe girl was vivienne, too, so, whatever, forget all abundant distinguishing characteristics, they're all one person because they're not white and there couldn't possibly be more than one nonwhite gal >:|

The Vivienne one kind of made sense though since that was showing pretty much every other companion in one piece. People though Cullen was a redesigned Grey Warden and Leliana was the third rogue too.
Scribbles & Viv do both favor elaborate fashion, though their taste in color schemes appear to be wildly different.

Yeah, Scribbles prefers blue and gold in equal portions while Vivienne prefers white and gold as a trim.
Has anything been said whether she is a possible companion or not? Since 7 out of 9 companions have been confirmed, I'm getting more and more curious who will fill out the last two spots."Scribbles" doesn't look to be the fighting type. We already have Cassandra, Iron Bull and Gray Warden Commander for warriors, Vivienne and Solas as mages, Varric and Sera as ranged rogues. We seem to be lacking melee rogues. Scribbles could be one.
However, putting it all together, I personally believe Scribbles is not going to be a companion. Like I said, she does not look to be a fighter. She looks more like a secretary, an assiistant and advisor. I think it will be Leliana and another who will fill out the roles as melee rogues.

At this point I'm assuming that she is probably the trade advisor with Cullen the military advisor and Leliana being the espionage advisor based on the type of strongholds that are available.

Yeah. Leliana we know is in charge of the espionage network, and Cullen makes much more sense with military since he was at least a Knight-Captain which leaves Scribbles as our political pillar.

That's my non-serious answer too. "She's wearing too many articles of clothing to be Isabela." 
Gonna take a guess she is a adviser from rivain. But i think she is neutral in the mage-templar war. Big maybe if you romance her you can get help from rivain.

Rivain is likely. Most think either there or even Antiva since they are big on politics and trade. We've also never had a non-Crow perspective of Antiva or any woman from it ingame besides Oriana Cousland, and she was only in Origins for a few minutes and never really got a chance to talk to her.
I can't decide if I'd be more excited if she's Revani or Antivan. On the one hand, our knowledge of the Rivani mainly boils down to Isabella, and on the other our knowledge of Antivans mostly consists of Zevran's tales. I think learning more about either culture through a major NPC could be very interesting. Either way, from the whole "This is mahogany!" line be used in reference to her I think we'll get a very different look on either culture as a whole. Zevran and Isabella each represented the criminal aspects of their societies, being a pirate and an assassin, so it will be nice to see a civilian / more upper class member of either one.
Then again, this is speculation. She could be Ferelden for all we know. Maybe she was raised amongst the Dalish, as unlikely as that sounds. We'll just have to wait and see.

There is no mention of a sibling I can find.
It would be interesting to meet a "good" Antivan for a change. So far we've had two assassins, a father who won't take care of his son, and Oriana who barely got any screen time IIRC.
