I'm thinking that she might make the move on a man and we'll have to make a move as a woman. Leliana in reverse, basically.

I wouldn't be surprised if she's like Leliana; making a move on female Inquisitor but waiting for the male one to take the first step.
As a noble, she probably expects men to court her, but women may not be aware that she's interested unless she lets on.

Josephine looks fine and good, but I don't really see anything that jumps out as connecting with my Inquisitor. Vivienne had that, against all reason, and Sera had it in a somewhat lesser form... still worthy of thought, though. Maybe she'd be with a hypothetical Vashoth Inquisitor.

I suppose it'd be possible if she'd be willing to help diplomance my way to building a new elven nation, but I don't know how likely that'd be... my Inquisitor is devoted to her people, and Sera seems slightly easier to fit into that. Maybe.
I love her. She will be my MPC only Li option. Beautiful and pleasant woman.

I was a little surprised that they revealed her to be a bi romance right away. She sounds like fun! Also, love her name.
At last! We have a name! Yeah, I'm a bit late to the party, but who cares! Lady Josephine Montilyet sounds like a great asset to the Inquisition. Of course, our adventuring PCs and companions may think it's enough to kill the bad guys, but as Sylvia Feketekuty says, someone has to do "a lot of work that's very important, and also very boring".
And now I realize that I should have guessed that she was Antivan. Who are better at diplomacy than them? They're the country with no army, but that their neighbours don't want to invade (ok, the Crows are the main reason, but it helps that Antiva is one of the few countries in Thedas that is publically neutral). A country with a king, but the real power is in the hands of the merchant princes. And it's also the (adoptive) country of Queen Asha, the "Queen Mother of Thedas".
I really want to hear more stories about Antiva from Josephine.

They do have an army just not a big one...and the rich people have private armies...but I'm just quibbling. More in the line of "if you invade us, we have more money than you so we can hire a crap ton of mercenaries". I highly doubt that the most determined of invaders would really be frightened by assassins no matter how good they are and while the qunari leave them alone, do you really think that a bunch of religious zealots with zero fear of dying would care about such people? If a qunari Arishok was told to bring Antiva into the qun but was told the Crows would probably find a way to kill him in the end he would almost certainly say "The qun demands it." or something similar. But i digress..I am interested to learn more about a relatively untouched area of Thedas.

I think it'd be cool if she got more interested in the Inquisitor if they show a more compassionate, intelligent side. If the Inquisitor constantly goes: Nope, let's smash their faces in! she might not care even when courted.

Indeed, what you say is true, and it shows in Antivan history. The worst times for Antiva have been the Qunari Wars and the Blights. Why? Because qunari and darkspawn are enemies that neither can be bought off nor are afraid of a group of assassins.

I am curious how the Inquisitor's race could change her dialog. I imagine her job would be more difficult if the Inquisitor is non-human. This is something that could come up at one point.
She'd also probably related a bit better to a human Inquisitor at first.

I actually hope she has that sort of one-liners for every companion recruited, a la Kelly. That would be something to look forward to.
