Maybe Josephine asks why Cassandra gave up her claim to the throne or something like that.

The joking with nobles would be more Josie/Vivienne(though these two seem to be rivals) or Josie/Leliana.

 

Josephine/Cassandra I can see as being much more sincere, like her telling Cassandra it is a shame she did because she would have been a great ruler or something positive like that.

I'm not sure if Antiva really has a nobility. From what I understand, its "royal family" is essentially powerless and the country is run by a handful of merchant princes backed by mercenary armies. Plus, there are the Crows.

I was thinking Blackwall, actually. He strikes me as as someone that doesn't feel like diplomacy is effective. Or Varric. Don't think he likes diplomacy either, as it obviously failed in Kirkwall (to give an example). But I'm conflicted on this, as another part of my brain thinks I'm talking nonsense.

In reality, Antiva is a plutocracy: the true power conferred strictly by wealth lies in the hands of a dozen merchant princes. They are not princes in the literal sense, but heads of banks, trading companies, and vineyards, each with a personal army, and each locked in a constant struggle against all the others. They possess sufficient capital to resolve any external diplomatic quandaries with a well-aimed purse or threat of withdrawn trade.

So it is America? 

 

Not really wanting to get into a political debate, but no. Antiva has no standing army, and the American military budget is larger than most countries' GDP. Also, America is not a monarchy, constitutional or otherwise, and there is no guild of assassins calling the shots.

Well, we know she will butt heads with Cullen occasionally since they think pretty much opposite of each other: him being military and she being diplomacy.

Given the friendship between Leliana and Josephine, I figure that perhaps, when the spark of romantic affection becomes evident and clear, a certain bard, former companion of the Hero of Ferelden, Left Hand of the Divine and all that, might approach the Inquisitor for a little heart-to-heart.

Leliana: My dear Inquisitor, might I have a moment of your time?

Inquisitor: Certainly. Please, feel free to speak of anything you wish.

L: Well… I have noticed that you are spending a lot of time in Josephine’s company.

Inq: Lady Montilyet? Well, yes, she’s a valued advisor.

L: And you seek her… advice… often.

Inq: As needed, yes. She is extremely capable, and her guidance has been most welcome.

L: I’ve seen the way you look at her.

Inq: …what?

L: Those lingering glances when she delivers her reports…

Inq: …how…. you’re not even in the room when…

L: The way your cheeks flush whenever she speaks…

Inq: …*incoherent stammering*

L: Let me be clear. I have known Josephine for some time. I consider her a friend. Adear friend. And if you EVER deign to hurt her - lie, cheat, berate, betray… even if you so much as accidentally break one of her quills, I. WILL. RUIN. YOU.

L: I am a bard, trained by the finest. I know 1001 poisons and 230 places on the body where a blade would strike fast and true. But if you harm her in any way, I will use the dullest and rustiest knife to cut out your eyeballs and then feed them to you, do you understand me?

What if Josie for her side quest gets contacted by her family as they found a plan for them to rule Antiva and you'll have the option to either influence her into taking the rule for herself or leaving it for her parents/siblings

I think the devs said you can't get anyone onto the throne of any country in DA:I, though I don't have a source for that.

I can totally imagine Leliana and Josie having banter about Josie's romance, even better when Leliana previously romanced the grey warden.

I could easily see her quest being her siblings sending the Crow to assassinate her because they see her position as too powerful and something that she could use to gain greater power in Antiva.

 

Then you get to go on a Crow killing spree and the moral choice is do you kill Josephine's siblings or out their assassination attempt and they are arrested.
