I posted some of my own made-up banter between Josephine and Cullen in Skyhold in the Party Banter thread, where she disagrees with his methods, but I have absolutely no idea whether or not Josie's dialogue here is accurate for her character.

Josephine: Commander? Do you have a moment to talk?
Cullen: Certainly, serah. But please, call me Cullen.
Josephine: Well, Cullen, this morning I received a letter from the Nevarran ambassador.
Cullen: And?
Josephine: And, it appears he's gotten some complaints from the detachment of soldiers gifted to us by the Nevarran throne. He now demands that the Inquisition "better treats their foreign allies with the respect they deserve".
Cullen: Hmph. Those so-called "soldiers" deserve some proper training, if anything.They're soft to the core.
Josephine: The letter also mentioned a "distaste for Nevarran traditions". What could the Ambassador be talking about here?
Cullen: Oh, that. It's nothing, really. They insisted on praying before battle, "for the dead". I told them their time could be better spent preparing.
Josephine: What's wrong with a small prayer every now and then?
Cullen: Look... when I served in Kirkwall, I would see a lot of mages praying, every day. Some could go on for hours without leaving the chapel. In the end, Knight-Commander Meredith cut them down just as easily as she did those who'd never even so much as mentioned the Maker. Mere superstition, that's all it is.
Josephine: Whatever you believe, let the soldiers pray if they want.
Cullen: But-
Josephine: No buts. I won't have you squander our diplomatic relations with the Nevarran royals over a few minutes of these soldiers' time. I'm the ambassador here, and as such I am responsible for the Inquisition's image in all of Thedas. I can't do my job right, however, if one of the other advisors gets in the way of things. Understood, commander?
Cullen: *sigh* Yes, serah. I'll allow the Nevarrans to pray, if you think that's best.
Josephine: I do, Cullen. Good day!
Cullen: Good day, serah.
Before anyone mentions the fact that Cullen was praying during the Broken Circle questline in DA:O, I know that. I just think him having lost all faith would be nice character development. A guy like him, having seen what he's seen? To me it feels only natural to have him disregard the helpfulness or even existence of a divine being such as the Maker.
Oh and I also like the idea of Cullen calling people 'serah'. He spent at least 6 years in Kirkwall after all.
