We don't know much but so far she seems like a great character, with some unique traits too:
1- She may be a non-combatant but she's an incredibly efficient diplomat who needs very little rest to do her job correctly.
2- Her being a renowned diplomat also speaks well for her personality, she's very able to handle and get on people's good side and try to produce the best outcome with least bloodshed.
3- Even though she tries to be as nice as possible, occasionally she will use her iron fist beneath the velvet gloves should anyone anger or underestimate her.
4- While they might disagree, Josephine has great respect for her fellow advisers and is interested in what's best for the Inquisition first. Since she wants to restore order to Thedas and she believes the Inquisition can accomplish that.
5- She's gorgeous, evidently has an alluring accent and is feminine with a fine taste in clothes (but probably not an obsession).
What he said. If you are into romances and want a reason to romance Josephine, look no further than the fact that she is the most feminine and the most ladylike woman on the Inquisition team, barring perhaps the Inquisitor herself, should the player choose to roleplay her that way.
No offense to Cassandra and Vivienne, both of them will most likely be outstanding followers with good character arc but Cassandra is butch and has short hair which is a turn off for many men I know. Vivienne is a political creature who looks like she is ready to throw anyone under the proverbial bus if it helps her further her political career and she is bald, which is again, a turn off for many men and women I know. To Indians, you have bald hair when you are taking an oath to be a monk or as penance for a crime you have committed, so it is not exactly an attractive feature.
As for Sera, she seems to be too in the moment which means she will be reckless, carefree which might not be your thing and she also looks tomboyish which can be a turn off for women who want feminine women as partners.
Add this to the fact that she is open minded and accepting of all four races of Inquisitors regardless of their backgrounds and sexualities. We know others are not bisexual, which is, in and of itself not a bad thing, it adds to variety and character. We also know some will be race gated and being a Qunari Inquisitor might be a turnoff for many.
Another reason, if it is perhaps a somewhat silly one but we have never actually had the traditional relationship dynamic where one partner stays at the home base to run things there while the other goes out to work out there. The "Honey, I am home !" romance dynamic has never been explored before and you might be able to have such a romance with her. Yes, I know you can send her out to tackle missions but she will primarily be in our home base, Skyhold.
Plus, none of the three of them have Josephine accent and none of them are inherently unique gameplay wise. Cassandra is a female warrior, we already had Aveline. Vivienne is a sassy mage, we already had Morrigan. Sera is a snarky rogue, we already had Isabela and hardened Leliana for that. We have never had a merchant princess diplomat on our parties in any of the Dragon Age games before.
