I raised an eyebrow when I read Ruffles, here's to hoping Scribbles will prevail over Ruffles. Worst comes to worst, every time I read Ruffles in the game my mind will automatically replace it with Scribbles and the show will go on.

He begins his note with "Ruffles," and continues from there. The implication - no large leap of logic - is to assume that Varric addressed it to Josephine. Given his prickly relationship with Cassandra from the Emerald Graves streams, I was kinda worried that maybe he'd outgrown them, or that he couldn't bring himself to treat the new crowd the way he treated his besties from Kirkwall. Maybe Cassandra is just the Aveline of the group (with more resentment because of his kidnapping and interrogation) and doesn't really get a nickname.

He's grouchy about everything but he's still Varric. He's not going to completely block out everyone, especially not the ones who didn't do anything to him like Sera, Inquisitor or Josephine.

That's what I thought too. The whole setup just seems a little goofy, I mean I know she is some kind of workaholic but her clipboard verges on the impractical.
