Josephine is a non-companion, so there was never any change that she'd end up the most popular LI. It's sort of like Traynor or Cortez from ME3. They could never compete with Garrus, Liara, or Tali for popularity.

I don't see how IB is in first place. Josephine is easily the best in the game, followed by Cassandra.
My guesses would be because A Her romance is pack full of cheese that is far to much for a lot of people (I happen to love the cheesy goodness) B The Iron Bull's romance is surprisingly good very sweet and caring depending on what the PC wants and C Different opinons

I thought Josephine's arc had some great moments.
The duel scene in particular was great. Because dueling. Also Otranto was a pretty cool side character.

I'm okay with the cheesiness of it all. Between all that my Carta Dwarf goes through in the game, she deserves something narmy. Although I do kinda see why one would say that.
Also I found out that Cole has something to say on the romance. It's pretty adorable too. (Still can't get Dorian to say anything. Ugh.)

And in my playthrough, the Warden had black hair, so I guess the only explanations are it's a genetic throwback and/or magic?

If there's nothing more than romance than I believe it's because she is clearly innocent, shy and maybe(!) even virgin. Doesn't matter to me though, I'll manage with blushing cheeks or pyjamas party.

Hmm... Not clearly "innocent", IMHO.
I've already stated my opinion earlier in the thread.
In short - she's too old to be an innocent, given her line of work (the manipulation of people to get them to do what you want them to do).
Take her as asexual/biromantic, that's fine. I don't have a problem with that - might explain why she's nearly 30 and without heirs. (I personally don't take her that way, and that's fine too - not sure I can as easily explain the lack of heirs, though.) But being asexual doesn't automatically mean you're an innocent.
You can be shy without being an innocent too (I should know, I'm no where near innocent, though I can be awkward and very shy around people I don't know).
The thing that clearly illustrates my view of Josephine is the game of wicked grace. I'll say no more, since that's spoiler territory.

I liked the romance overall, but man was that duel scene disappointing. Great idea, but poor execution.
I used to fence in college, and our team got into pretty intense debates about movie/theatre duels and what makes a good one. We eventually decided on three criteria:
1. A good villain as an opponent.
2. Good swordsmanship.
3. Good/pithy banter between the parties.
We decided you need at least two of the three to make a good duel scene. Take for example, the fight in The Princess Bride, which is one that most people think of as a classic. Sure, neither one of the parties is a "villain" per se, but they make the fencing look pretty competent and there are a lot of instant classic one liners, like "I am not left handed!" Therefore, it fulfills two of the three criteria and makes for an entertaining duel.
In contrast I thought the Inquisition scene failed on all three levels:
First, Ontranto isn't nearly enough of a heel. He doesn't cheat and he gives in far too easily and gracefully. At the end he's all "I know when I'm outmatched." I mean, say what?! That's way too much self-awareness to make up a good villain. I don't want to end the duel feeling like he's a nice guy, I want to feel glad that I kicked his butt. It would have been better to have him be completely oblivious to the fact that he was a total jerk. I also think it would have helped a lot to have introduced him earlier in the romance. Set him up as someone I look forward to dueling rather than just a random dude who shows up in a side-quest.
Second, the actual fencing doesn't look too good. I was particularly shocked by how it looked like my Inquisitor had never held a sword before in his life, despite my character spending the prior forty hours killing pretty much every living thing in Thedas. Plus, I played as a human noble - so one would safely assume that my character would at least have had some training on how to hold a rapier. The way it looked, I wouldn't trust my Inquisitor with a kitchen knife.
Third, there was almost no banter during the actual duel. I get why we couldn't actually have much combat gameplay since the scene needs to end a particular way, but I would have liked to have had some conversation options to throw taunts back and forth during the fight. The very idea of a duel to determine a romance is pretty cheesy to begin with, so if there was every a time to turn the one-liners up to 11, this was it.

While I see your point I think you were expecting far too much from a single scene. The scene was well enough executed to make you feel like you're in a duel, and yes the inquisitor wasn't very good with the rapier, but why would he/she be? Even with basic training his/her performances suits his/her experience and skill, and they weren't that bad. They hit a certain balance between good and bad so you can roleplay either way you want, in my case no way in hell did my Trevelyan sneak rapier training while being in the circle. As for Otranto, I'm not sure why would you want the guy to be a jerk to be honest, there are many nice guys and Josephine's family wouldn't arrange for a man who lacks respect and manners to marry their daughter who puts full faith in their decisions. As for the last point what I loved the most was the maturity and honor in the duel, while there are 1-2 taunts Otranto throws at you, and a taunt you can throw back at him (or opt not to, which was my case) it just felt.. Fine. I really enjoyed the scene, and I loved the confession after it, don't care if it's '''''cheesy'''''.

What if you're a dwarf or elf??? Can you still do the dark ritual with Morrigan?
And what if your Warden has a darker skin color or is a different race? lol
