Standing around in her office often leads to some comedy gems because she has to deal with our companions misbehaving. I remember hearing something about Sera raiding the pantry and eating all the jam. Josie ordered a new lock. ![]()

More on topic, gotta say I felt super romantic and dashing when I dueled Josephine's suitor. The first time I've gotten to feel that way with a female protagonist. I find that f/f relations in BioWare games can lack the romance that some of the m/f ones, with the obvious exception of Liara.
I always hear Josephine's side of the conversations, but never that of the others. I even tried to follow the messenger a few times, but she always just disappeared through the wall and that was that. And I've never seen her anywhere else besides Josie's study.

I have four suspects for who could be helping Sera: the Inquisitor, Blackwall, Josephine or Leliana. I can't think of anyone else who would help Sera and use that particular turn of phrase. Well, maybe Iron Bull. I think he would have said 'bribe' though. ![]()

I only said the Inquisitor given the actual pranks in-game. My Inquisitor and Sera also threw cookies off the roof. A+ leadership right there.
Bull does like Sera's antics. Though, to be fair, I wouldn't put it past Dorian either. But he'd probably deny any involvement to the ends of the earth.

Well of course Dorian would deny it. It would be funny if it was someone other than the Inquisitor helping her though. I think even Varric is a suitable suspect... OK, the people who are definitely not helping Sera are Vivienne, Solas and Cole. The unlikely but possible are everyone else. The most likely suspect is the Inquisitor. ![]()

I recall one specific dialogue in the arbor wilds, it's right before you go towards the temple that you can talk to josie. One of the dialogue options is we'll celebrate later, and the inquisitor tells her that when they are done they will be spending a long time in private, the dialogue from both of them heavily implies (to the point where they might as well just come out and say it) they are talking about having sex, but it's not shown and like others mentioned left up to you to decide if it did or didn't happen, but there are dialogue options that can lean one way or the other.

I don't think Cassandra would help Sera. She'd just make a disgusted noise. If she's doing anything "frivolous" it's blushing furiously over romance novels. Bless her soft Seeker heart.

So the likely candidates, other than the Inquisitor are as follows: Bull, Dorian, Varric, and Blackwall.
I don't think Josephine would actually do anything, given Sera pranked her and she was not happy. Leliana, she would know how to help without any one knowing she was involved. She wouldn't make the "peace offering" slip up.
We could even speculate that of the four, they may each have their own role. Sera does like a network of "friends" and all that. Why stop at just one person helping her out?
Inquisition pranks are serious business.
