I can't recall who first suggested it but I remember thinking it would be fun for them to have a courtly romance With this elaborate Orlesian code of conduct for a romantic liaison that could never actually come to pass. It was also a chance for us to suggest relationships between the followers and the specialists, which helps make the cast feel more interconnected than otherwise. It's not an uncommon relationship in Orlais, so both Josephine and Blackwall are familiar with the concept of "idealized romance" and treat it as half-game, half-performance, even if some the other followers don't get it. Anyhow that was a little rambling but I hope it answers the question!
Makes sense. It is a more advanced, more courtly version of what Iron Bull tries with Cassandra before she rebuffs him gently. Listen to their party banter.

I'd say it is more akin to The Iron Bull and Dorian. The Iron Bull hitting on Cassandra is more like what Zevran did in DAO.

Dorian reciprocates Iron Bull's advances and innuendos. Josephine is okay with him giving gifts but she does not reciprocate his affections. Hence me connecting to Iron Bull and Cassandra. Cassandra gently rejects Bull but says she is okay with the flirting as long as Bull is aware that this will not lead to anything else. That is the signal Josie sends to Blackawall. Sort of like a friendzone if you will.

Ah, okay. I thought you were referring to people who never form relationships rather than people who never get intimate.

I just started a romance with Josephine for the first time and when I go talk to Leliana (as part of my routine at Skyhold talking to everyone) she lectures me about flirting with Josie. I was completely blown back I had flashbacks of origins when Wynne would say something about your LI interfering with your duty. She actually made me feel bad...until I went straight to Josie afterwards, the scene that followed was just so sweet
I just did not expect that from Leliana, when I romanced Alistair in origins she would praise you and get all giddy and ask for details. I know she's changed but damn, talk about raining on someone's parade lol
(btw unsure if this goes in Josephine's or Leliana's thread. It had to do with Josies romance so i dropped my thoughts here

Yeah, she doesn't. I get why they had Leliana do that but she seems to take it a little too far. I was like, "Wait...are you threatening me? For giving Josephine compliments?" Oh well, Josephine and I lived happily ever after in the end.

Nah, based on the banter between the advisors at the War Room, especially if you un-harden Leliana, she is still the good ole' Leli who gossips about romances and pranks on people. She trolls Cullen with the whole Cullen's admirers fiasco at the Winter Palace, she hangs Josie's undergarments around Skyhold, she makes Cullen blush & stutter in front of the Inquisitor who is romancing Cullen and what have you.
I would not be surprised to imagine Leliana spying on Josie and Inky making out and then making Josie blush about it later. If you un-harden her, you will find that she is only strict and cold on the surface.

Well, he is much better than Thom Rainier at least. Otranto seems like a very good man.

Are you talking about that ESRB rating description? I'm guessing that must be in the game somewhere, since some of the other things are, like Bull's hilarious declaration that, "'I will bring myself sexual pleasure later, while thinking about this with great respect." The ESRB rating never said what characters were involved in that scene, so it is probably one of the other romances.
