She is a leading member of an organization who has devoted itself to serving Andraste and her Herald. You don't do that if you aren't a strong member of that belief.

That seems... shaky. Josephine's motivation was mostly to keep order, she was recruited because she was Leliana's friend, and the Inquisition wasn't founded around the Herald of Andraste.

Regarding Josephine and her religiousness, I'm pretty sure she is andrastian. 

Not only does she believe in how having a common faith is an excellent start for diplomatic agreements- she even talks about how she wants the chantry to be a place of hope, but when you also have a conversation with her about your mark she reveals she had hoped it was a gift by Andraste- as a "sign that the maker is returning to his creation", pretty sure only one who is religious would say such a thing.

EDIT: Also the fact that she refers to you as your worship strongly implies what her beliefs are.

Oh, I'd agree that Josephine is definitely the least religious of the Inquisition leaders (Cassandra, Cullen, Leliana). However, I'd have to know what you meant by moderately religious. She does defend the Chantry from a practical standpoint unprompted.

I don't think she holds to the Chantry's own doctrine on a lot of things; I doubt, for instance, that she'd write off the Creators or Avvar gods as being inherently false and wrong out of hand.

Bloody hell. I've never had this much trouble getting Josephine's final romance quest to trigger; what actually does it? I know that I've done it before completing both main story quests before, so why's it not working now?

I think Josie is a well educated woman and she is used to negotiate on equal terms with different people, even non andrastian ones, therefore she's more open minded than most people in Thedas. But I think she has deep religious beliefs, she thinks the Andrastian religion is very important as a cultural common ground for many people in Thedas, she wants to believe in the Herald and she wants the Chantry to become a more positive organization. I agree Josephine's faith seems to be on the same level as Dorian's, because both of them are well educated, high class people and they both have to deal with people from differente religious backgrounds, and both of them seem to have some deep religious thoughts and beliefs, in their own personal way.

Odd. It never worked for me until I finished Here Lies The Abyss, and the same thing is happening in my current playthrough again.

I agree. I just love how many things Josie and I(my quizzy) have in common and I am now imagining them kicking butt diplomatically all around Thedas :D

Sure the Carta is essentially the Dwarven Mafia, but if the option is turn to crime or starve there's not really an option.

Exactly but its just her kinda shocked "oh" that makes the scene.

 

Though really I loved my Qunari explaining how he scared people as a mage with some wisps.

Then flirted and missed the mark again.

Sure, in Orzammar, but surface dwarves who are part of the Carta don't have that excuse. Hasn't the Cadash family been on the surface for several generations? I'm sure they could pick up another trade beyond lyrium smuggling.

That doesn't mean it's easy for an individual Cadash to leave. Once you're enmeshed in that life, it can be difficult to imagine another life is possible. It's the water you swim in. Never mind actually getting out of the fantasy equivalent of the mob. My Cadash is a faithful Inquisitor because divine intervention gave her a future. That said, I do find Josephine's (understandable) reaction a bit off-putting vis a vis romance and think I'll roll an elf for her. Perfect blend of being an outcast/oppressed (I feel Trevelyan/Josie is too much a peanut butter and peanut butter sandwich) and bringing out nore of Josie's empathetic side.
