Personally for my Qunari it was that she treated him like a person from the first time she met him.
That and he basically had the same reaction as my avatar when he met her.

Originally I had planned for my rogue to romance Cass but Josie just swept us both of our pretty feet. Twas her overall loveliness, and that adorable accent. And the fact that she's the first LI that doesn't kill. Such a sweet change.

Nah, but seriously. Though I had always intended for Josie to be my first romance, I don't think my PC really started to fall for her until after seeing how much Josephine valued family. Up until that point, my Inquisitor was just about flirting with everyone.

I always thought that line was weird, considering Josephine is standing directly behind the Inquisitor in the intro so has seen how large the qunari Inq is, is weird that she'd express surprise again

That line did kinda make little sense.
It could be because she was not really paying all that much attention to the PC during the opening.
Or because she just had other things on her mind.
At the very least she did not run away screaming going OH MAKER THE QUNARI ARE COMING!
Which i imagined happened to the Qunari PC.
Kinda like that scene in Shrek 1 where the mascot dude runs away in a panic seeing Shrek.

Simply, she's genuine, kind and polite. Her character struck the balance between having a strong personality, and being part of the cute-shy archetype.

I love Josephine's character design. She manages to be attractive without classical beauty, which really adds to the "everyman" quality of her character. The best thing about Josephine is that she acts like a normal person without being boring. She manages to be both endearing and admirable, sort of like Leliana or Liara, but unlike those women she doesn't have a violent, inhumane side, some otherworldly conviction that places her in lonely isolation above the other characters. Instead, her flaws are short-sightedness and an overreliance on idealism, having too much of a good thing: empathy. To me, this makes her failures and her triumphs more relateable. We all see ourselves as Josephines, doing our best to bring light and order to a darkening world. We might not succeed, but it makes Josephine a really excellent character, because she captures that struggle between being human and being something bigger, better.

That was also funny.
Just I almost died hearing that -exasperated sigh- when Josie missed another flirt.

That was basically what my PC did after that moment.

I felt like she was getting me back for my first playthrough...
For some reason (probably a bug) even though I flirted with Cassandra all through my first playthrough, by the time I was at the Winter Palace the game kept trying to get me to dance with Josephine... but I politely decline and thus I ended the night being all billy no-mates without a date to the prom?

I always figured she gets so caught up in her work she becomes oblivious to the flirts
