If memory serves from the ending, the Inquisitor goes with Josephine to Antiva, where her family welcomes them and the place becomes a second home. In regards to the marriage, the Inquisitor mentions a proposal while talking with Cassandra.

I feel for you guys - and for our differences too Hanako sorry you didn't get the ending for Josie you wanted. Of all the characters I wanted to hear about having a wedding - I wanted to see Josie decked out in wedding finery. It appears some characters are more equal than others in this instance.

Here is what is says about the romance in the Epilogue slides.
"The Inquisitor found himself/herself warmly received by Josephine's family, and House Montilyet quickly became a second home. A place where the Inquisitor could, at last, find peace for a time, with Josephine happily by his/her side."

Agreed. With how much Cassandra's and Josephine's romance arcs were written having really classical romance stuff it would be only natural to have had it be at least an option for a conclusion. And Thom and Inquisitor would have been adorable with one.

Perhaps a lack of Josie is due to her writers and her voice actors ? I don't mean that in a bad way. I mean Sylvia probably has other duties, perhaps busy with Andromeda and Allegra has other things she has to do. Maybe this resulted in them being unable to record that many lines for Josie ?
Say what you will about Cassandra but she does get many lines in Trespasser. Your Inquisitor can also still flirt with Cassandra and still propose to her. Cassandra and Varric still get funny banters too. With Josie, all you have is attending a grand concert. The concert is probably nice, amazing even, especially for Inquisitors who had not experienced the fine things in life but there was not much else.
I thought her romance content in the dlc was more than enough. Probably not as much as Cassandra's given her extra in the field dialogue, but it was still pretty good. The part after she learned you were dying was especially touching. And at least it was a happy ending, the inquisitor moves in with her in Antiva. That's more than some people got (A moment of silence for the Solasmancers)

As soon as I saw my wedding with Sera, I was sure Josephine would get a whole huge scene! It doesn't make sense that Cassandra or Josephine wouldn't have one. My other Inquisitor romanced Josie and it is strange they don't get married.

Maybe they were already married...or maybe they haven't yet discussed getting married...or maybe they showed up to plan getting married. Maybe the Inquisitor's just a bonehead who hasn't thought to ask, you know being distracted with saving the world and keeping peace. It's up to everyone to decide, I guess
From the conversation with Cassandra, the quiz can at least announce that they've thought about it. It sounded to me like mine had bigger things on her mind and they've both been too busy to consider their relationship (judging from the Opera scene). Just another push toward making a decision about the future.
Cassandra's advice and Josephine's earlier date scene/meltdown scene were, to me, basically obvious ways to say that disbanding the Inquisition would be mean the quiz would have time to focus on normal relationship stuff and marriage, and Josephine would be happier for it...though her ending slides are happy anyway.

You know, having watched the marriage scenes with Cullen and Sera, I think the perception of marriage in Thedas is generally that it's a legal arrangement. You marry to mark an alliance between houses, or to produce heirs that can legally take over property and titles. When people are in love in Thedas, they just stay together.
I should note that the concept of marrying for love is a relatively modern one.
The fact that Sera, who has no house to speak of and is a lesbian thus cannot have kids with the Inquisitor, gets married disproves that. Also we had Malcolm, an apostate mage, and Leandra, a disowned woman, marry solely for love.
But after Sera proposes, the Inquisitor points out that marriage is "done for contracts and heirs. It really has nothing to do with love." That's a human Inky saying that.
That's not to say it NEVER happens. Aveline married Donnic and Wesley. Cullen proposes to the Inquisitor out of love.
But then, my City Elf Warden was entered into an arranged marriage, and Alistair can be coaxed into marrying Anora. The Inquisitor can arrange to marry over the Thibault daughter to prevent conflict. Dorian's parents despise each other. So there are plenty of examples of marriage as a strictly legal arrangement.
That wasn't my point. I know there are a lot of marriages in Thedas that are for those reasons, but there are ones not for that reason as well thus there is no reason for marriage not to be a viable option for the other love interests, including Josephine.

Nah that's a modern myth, people have always married for love and only the upper elements in history and some cultures marry for only legal status. But sense we base history on the higher ups, we often forget that among lower classes, marrying for love has always been very common.
So nobles often were arranged because they had property and titles, and cared who was allied with whom, and thought their blood was special. But most people worked on land they didn't own, and heirs were less important than help with the work. This is less true of Dwarves due to their society. But so far, it seems a lot of people marry for love, Sera and Morrigan for one, Iron Bull for another.
Alistair on the other hand when made prince is a different story because Nobles don't marry for love. Add in what we know of the Orlesian court and what Dorian says about Tevinter, and this seems likely? But as the Herald, I think we would be a good match for josephine. Vivienne snides to Sera that marrying my dwarf is a step up for her, and this is talking about a carta hit-woman, so it still doesn't make much sense?

Sure I would have been happy with something on-screen, but really, that almost never happens in a Bioware game, so I don't think I got "screwed"
