I'm not sure I would create one just for her.  I'd probably just work her into an existing narrative.  Only person I'd probably create a character for is Varric, that guy deserves some happiness.

Well, we have three advisers and she is one of them... It depends on the function of the advisers. If we have to choose between their suggestions, I'd guess that the easiest way of appeasing her is to go with her ideas! Although, if Cullen is the military one and Leliana is the espionage one, would that make Scribbles... diplomatic?

My Esmerelda. (More reason to hope that she's not called that) She's serious, a Libertarian, and much more likely to make use of Leliana and Scribbles than my first two Inquisitors. Hopefully, Scribbles will be able to melt her heart and maybe even make her laugh one of these days.

But that's really only if Vivienne isn't romanceable. Or bisexual.
