It's quite possible that the wikia is wrong, since I don't recall anyone thinking that he's exiled.
As you said, we don't know in which circumstances he left his clan. We just know that his origin is dalish but that he's not part of it anymore.

Empress Celene, on the other hand, is a waffling traitorous ****** that I wouldn't turn my back on if my life depended on it.


As the monarch of Orlais, Celene is incapable of treason by definition. On the other hand, "traitorous" does correctly apply to both Gaspard and Briala.

As the monarch of Orlais, Celene is incapable of treason by definition. On the other hand, "traitorous" does correctly apply to both Gaspard and Briala.

 

Knowing this makes it hard for Briala to side with Celene after the fact. That couldn't go well.

Not quite the same. In democracies, the leaders are simply representatives, not rulers, so they can betray their nation and its people by betraying the laws set forth. Meanwhile in monarchies, the rule of the land is whatever the ruler says it is, so they can't betray the law since they make the laws.

You're right. The wikia even stated that he was exiled.

That's definitely false. It never states anywhere that he is an exile. It never tells us why he no longer is with his clan.

Maybe it's possible the representative of the clan who is summoned to the (speculated) peace meeting may be from Felassan's clan, given his involvement in the crisis with Gaspard, Celene, and Briala (as well as his subsequent disappearance that would preclude his involvement). Briala's actions may explain why the Dalish get a seat at the table, so to speak.

I question if he was actually Dalish:  

 

He dodges the question when Briala asks him outright if he's Dalish.  He even threatens to not help her if she forces him to answer that question

He condescends the Dalish in general, though he approves of Briala helping the city elves.

He seems to know far more about the elves of Arlethan than anyone else.  

Imshael recognized him and even seemed familiar with him.

 

My suspicion is that he may have been a Dreamer awakened from uthenera, contemptuous of the Dalish who claim to be the remnants of the elven empire he was in fact a part of.
