How so?

 

Given how Gaspard and Celene likely realize that Felassan was a confidant of Briala, it's possible one of the human parties assembled at the possible peace meeting (depending on the composition of the attending parties at the peace talks) might reach out to Felassan's clan for a seat at the table, if Briala has established a network and is using the Eluvians to subvert both sides from a total victory during the civil war. In TME, Celene was willing to offer Clan Virnehn honorary lordship and other concessions for their assistance, so she (or the person who has arranged for this meeting) may make some offer for the Dalish to attend the meeting.

 

It could explain why one of the People is even at the meeting, where the rumored cataclysm is supposed to take place.

I question if he was actually Dalish:  
 
He dodges the question when Briala asks him outright if he's Dalish.  He even threatens to not help her if she forces him to answer that question
He condescends the Dalish in general, though he approves of Briala helping the city elves.
He seems to know far more about the elves of Arlethan than anyone else.  
Imshael recognized him and even seemed familiar with him.
 
My suspicion is that he may have been a Dreamer awakened from uthenera, contemptuous of the Dalish who claim to be the remnants of the elven empire he was in fact a part of.

Didn't he say that his clan woudn't have summoned Ishmael?

Agreed, assuming they could figure out which clan was Felassan's, if he did truly have a clan.

He did indeed. The way I see it is that Felassan was indeed ethnically Dalish. However, he merely didn't consider himself as "Dalish" anymore, perhaps as a result of working for the mysterious entity.

It'd be a stretch to consider a whole country a clan, in my opinion.

I'm pretty sure Briala will use the network to unite the clans. It does fit her and she did tell the female mage to pass the word.

I agree that Briala would accept Dalish assistance, as she told Mihris that she would accept Dalish aid to help all the elves, but I was putting forth a possibility as to why the Dalish protagonist would be invited to the suspected peace meeting (from the survey, that may have changed quite a bit since the initial concept). If they think that the clan can act as a neutral third party to broker peace, that could explain the initial invitation to these talks. It's just a theory.

I'm pretty sure that Felassan doesn't have a clan. At least not in the traditional sense. I figured he meant it was Fen'Harel and anyone else who worked for him. He told Mihris that she wouldn't want to meet his clan, which kind of implied they aren't a "normal" clan.

Well he was definitely a dreamer, but as for the Dalish thing, I don't. At least during one point he had to have been involved with a clan.

I also find it odd that a fully trained Dreamer suddenly shows up when they are thought to have been extinct for centuries

Yeah, I agree. I only know of three other dreamers, one fully trained in Tevinter, one sent to Tevinter to be trained, and the other made Tranquil. It's very interesting, and I'd like to know how he was trained because I thought it was something usually beyond the Keepers - at least in DA2

Wasn't it just speculation that she was a tranquil? As much as it's likely there's no confirmation as far as I recall.

Eeeeeh, I believe she asked for it. Whether or not there was anything more, I can't remember, but, I don't think the Chantry would turn down a willing participant to be made Tranquil.

That was total supposition on my part. I'm actually the one who put that out there. There is no definitive proof on Orana.

We were talking about Tranquility, and I was just saying her symptoms reminded of what Feynriel went through. Orana's story came from a codex entry from an Amulet called "Tranquility"
