I'm not sure how they would know which clan was Felassan's, let alone how to find them, but otherwise it makes sense.Given how Gaspard and Celene likely realize that Felassan was a confidant of Briala, it's possible one of the human parties assembled at the possible peace meeting (depending on the composition of the attending parties at the peace talks) might reach out to Felassan's clan for a seat at the table, if Briala has established a network and is using the Eluvians to subvert both sides from a total victory during the civil war. In TME, Celene was willing to offer Clan Virnehn honorary lordship and other concessions for their assistance, so she (or the person who has arranged for this meeting) may make some offer for the Dalish to attend the meeting.
It could explain why one of the People is even at the meeting, where the rumored cataclysm is supposed to take place.

We already have plenty of non dalish elves living with the dalish.
One of Wynne's 1st apprentice escaped and is living in Zathrian/Lanayas clan. Due to prejudices he chose to live in the outskirts of the camp and live among nature. Maybe the same happened to Felassan?

I suppose Felassan could have been a Circle Mage, but there's no evidence to support it and hints seem to point towards something more complicated.

Celene and Gaspard are participants in the Game, and you could also say their actions haven't been on the straight and narrow, either. It's not like Celene or Gaspard are putting down their claim for the throne because of the veil tears. I don't see why Briala is singled out when she's looking to help all the elves, rather than pursuing the throne like the other two participants in the arena. If Briala can help the elves after centuries of this oppressive lifestyle, then I think it's worth the effort.
Trust me, I do not forget who is waging this war, 2 of the probably most influential and smart people in Thedas. I could care less that Briala is attempting to help the elves, and normally I'd side with her. But it is her stated intention to prolong the bloodshed and fighting that gets me irritated.
