TK - they've said, in the Twitter thread - I believe, as well as in one of the GI videos back in September that the game will scale quite a bit. So you won't miss content, but levels of detail. Now, that could simply apply to the polygon count, OR, they could scale back the animated assets in an environment.
Vibrant and bustling cities are required

We've talked about this a lot. Insofar as the AC games go, you have to understand that this is really the entire point of their games and thus the focus of their engine. We also have party members to consider (and the impact of both their memory footprint and pathfinding). All that's to say that, while we could do much busier cities, we'd have to consider what to give up to get it...at least for the moment. I have no idea what optimizations and/or solutions could be coming down the pipe, particularly with regards to the enhanced hardware.
Either way, I'd really like to do an AC-style bustling city. At some point.

And I'd like to experience that.

I would like this a lot. It gives the game more depth and adds an immersive feeling to the universe. Denerim and Val Royeuax deserve bustling environments with alive citizens to populate them. Let us experience the full power of the Frostbite 3 engine.
I doubt Frostbite 3 has that tech in the first place. It was originally built for an FPS and in an FPS you don't need hundreds of autonomous AI walking around.

If we do get AC style bustling cities than I hope we also get AC style climbing buildings and jumping from rooftop to rooftop.

Frostbite wasn't built for an RPG either but still the devs are using it for Inquisition. You can customise engines and add your own tech to do what ever you want, you know.

Well it seems like we'll be able to jump and sprint in DAI. So its getting there slowly.

I doubt that concept would work in a Bioware game... Just imagine Varric hopping after you on his little legs...

I liked the example of the life in the Keep they showed in the Gameplay footage.

I don't really care how bust the city hubs are as long as they show changes to the city as time goes by.

Really? I just saw the same ambient NPC behavior I saw in Denerim. And Kirkwall. :/I liked the example of the life in the Keep they showed in the Gameplay footage.

required is a rather strong word, it be nice but I wouldn't care much if it never happened.

My only question would be: does this mean there won't be cities in DAI? I know it wasn't stated or implied anywhere in the comment, but the answer does leave room for (mis)interpretation. I was perfectly fine with the way Denerim was realized for example, what I would like to know is whether to expect that kind of environments?
