That's because they're always busy with either Blights, slave revolts or Seheron. And yeah, you kinda forgot of blood sacrifices as a result of commonly practiced blood magic.

It's in the interests of every country that ever existed to conquer other countries, that's how things work, you either conquer or you get conquered, if not physically then economically and politically. If Tevinter had the option to be an aggressor they would be such, they don't, they are busy with Qunari and other stuff.

If there were only mages in Tevinter they would freaking annihilate any and all resistance and obliterate or enslave whole Thedas. Tevinter is big, that's sh$ loads of mages.

The only changes to the Qun that need to be made is their forced conversion policy and their ideas of mages. You made it seem much worse, besides that they are nothing like Nazi's at all. Nazi's weren't accepting of any race, Nazi's didn't view each individual as equals, Nazi's don't view every life as a potential brother or sister. Your bias is showing pretty badly in that statement. They definitely have their moral faults but that doesn't make them Nazis in the least bit

World of Thedas and Fenris both say explicitly blood magic uses is widespread.

Or you could spare yourself the trouble and ask your fellow mage to hep you cast a spell? I'm sure there are crap loads of things a whole society of mages could achieve through spell casting if everybody worked together, for the better of all.

I'm not saying that cast system would disappear, there would still be the ones that rule and the ones that a ruled. I'm just saying that it's a waste to sacrifice a mage underling, since they can help you with any spell that you want to cast anyway if you order them to.
