You can't just get rid of something that ingrained into a society by being intelligent, powerful, or having decent advisers. Especially if the thing you're trying to get rid of takes place in the shadows to begin with. Furthermore, Gaspard seems more interested in taking Ferelden back than attempting to remove the Game from Orlais.
But to be honest, I feel like it would be a detriment to the Dragon Age world if the things which make countries and their cultures interesting and different were easily dismissed. And I'd be surprised if the devs offered it as an option in this case.
