The thing is, neither Anders or Justice were portrayed as someone that we should assume would have killed Ella. Both characters are altered when we meet them again in DA2, Anders at least as much as Justice, if not more.

One thing I think is getting overlooked is that Justice also evolved from when we meet him in the Fade in Awakening and when Awakening is near an end. He starts off trying to solve all injustices, from Ser-Pouce-A-Lot being a slave, urging Velanna to atone for killing so many humans, and urging Anders to take up the fight on behalf of mages, this side of him never changes, but what does change is his desire to understand the world. He grows envious of what mortals have that spirits do not. 

 

He is not the same spirit at the end of Awakening as he was in the Fade. He's grown to care about the mortal world, and befriends a mage, an elf, a dwarf and a disgraced noble, and ultimately willingly possesses Anders despite his vehement claims to Nathanial he would never do such a thing as that's what demons do. He spends just as much time trying to deny he has any relation to demons who prey on mortals as he does seeking out injustice to solve.

 

Fact of the matter is, he is growing desirous to learn more of mortals, is getting involved with causes, but still cannot see beyond the concept of justice. I actually saw him in DA2 as the natural progression of a spirit who is getting corrupted by his desires and is denying he's different than a demon.

 

I don't think he changed Anders any more than Anders changed him. It was a symbiotic relationship that changed them both roughly equally. Justice became focused on strictly one issue, and Anders gained the motivation and willingness to commit to the cause and not just stay out of it as he would've done at the beginning of Awakening.
