There isn't any known statute that prevents mages from having intercourse between each other, there are obvious reasons to...erm not produce a child of course given that the Mages will be relieved of said children but as far as i am aware? There isn't anything to prevent Mages from having Lovers.
As for your question? I'd guess their rooms? If your an apprentice though you would be in a dormitory with other apprentices so...no privacy, but there are places to do it, just ask Duncan.
If it's easily permitted maybe they could ask the other apprentices to leave the shared room for a while to give some privacy?
The cabinet the mage Godwin was hiding at the circle looked like it could hold more than just one.

They're all wearing robes so the cabinet might not be too difficult to maneuver in 
I wonder if that room that Duncan stayed in is a room that can be given to some mages for good behavior so they can have proper romantic night.
