This is the Kirkwall Circle we're talking about here, which is certainly the most restrictive that I've encountered. They might have had some of the younger mages separated by gender.

Blame David for creating a situation where teens are living together 24/7 and templars are watching over them. It's actually a pretty solid thing to be curious about. Teens are sexual. And Wynne makes her comments. Where was she waking up beside those men? What we see in the game doesn't really make it seem like they had much of a sex life. Awakening and DA2 bring it up very specifically in dialogues either romance with Anders in DA2 that it was something the templars could use against you or in Awakening where there are those comments anders responds to or makes. So really I'd be more surprised the question didn't come up sooner because Gaider kind of addressed it but not really that well. And living as the mages do... well did they were chastity belts? Did they date? It actually is a really interesting topic because it says a lot more about what their lives were like. Living in the tower might not be terrible but add in stuff like you don't really have relationships, maybe not even really any true friends from what we see - some cranky gossips but not really any kind of friendship.... and no love or intimacy of any sort, dumped there as a child. Maybe your parents visit by likely not based on the stigma and attitude of society that it's okay to lock them away. It's kind of like a prison. A nicer version of one with things not as bad as a prison... more like a kind of gilded cage. Imagine what it would be like to live like that? And for the ages they were, hormones surging... yeah, that had to suck!

On the whole I would have thought the Templars would not have opposed mage relationships with each other since not only would it give some means of control over them but if nothing else would give them an outlet for pent up emotions. May be it was pent up sexual frustration that led to so many mages going off bang and becoming possessed in Kirkwall.
I suspect they think of it more in terms of 'hormonal relationship drama is worse for demonic manipulation than sexual repression.'
Pretty much unprovable, but I can see it making sense. My own memories of relationship drama doesn't exactly include much in the way of emotional stability.

In regards to the OP, as to "where did they have sex?", you have to remember that the Circle Tower we explored in DA:Origins is not the entire thing. It's just the interesting explorable areas. I'm sure there were plenty more spaces (corridors, closets, private dorms, living quarters, reading rooms, practice rooms, etc.) that we never saw in the game.
Otherwise, if we saw ALL of the tower, we have to assume (based on available beds) that the entire population of the circle was ... what, 40 or so apprentice mages, and about 8 senior mages? That seems pretty small, considering the number of mages you seen in the cutscene leading up to the final battle.
Also, that would mean there were no private reading rooms, no special warded practice spaces for new mages (who might accidentally do some property damage in a public space). Also... no classrooms, no broom closets, no bathrooms (not just toilets, but literal baths), and no dining/cooking area at all.
It's safe to say that we only saw a small portion of the tower.
