wow, so I'm not the only one with this problem and haven't been for the past 6 months. Ok, so I've read this entire thread and wanted to bump it just to let others know what the deal is. If your card comes from one country, and you're currently in another one, your card will be declined. so if you're a deployed soldier who's bored out of your mind, like me, or an over seas college student, you're **** outta luck, if you don't have paypal.

Same problem - bought it and registered in the UK but now overseas.
Just about the worst system about. Had no trouble buying content for Oblivion.

Update:
The solution posted by AngelRedSoul works (at least for me here in India). You don't get much of a choice (800 or 1600 points) which was more than what I wanted and you might get shafted on the exchange rate, but it works. DLing Wardens's Keep at last!

I just thought I'd post to this thread since I have the problem as well. I don't have much hope for it to be fixed though, considering that this thread goes back 2 years.
My problem, precisely, was that i couldn't use my mastercard debit, even though i can choose it as a payment-option. I'll try again in some days time to give it the benefit of the doubt. After that i might try pay-pal, since it seems that works for some. Would be neat if customers aren't forced to get pay-pal and, if we are, that at least they would tell us so.

It's danish, but i guess you can find your own language. Someone mentioned that they could get the points from the EA store (which is now the Origin store apparently). I'm not going to take a chance on buying them from there, only to have them not work in some way with the DLC i want to buy (+ they cost more on the Origin store). If someone else were to take the risk, i implore them to tell us if it worked here.

Hey I actually did what Kaiserin1 said to do, and the company did process me thru Paypal but still wanted verification, (now my situation is very strange, I am a US soldier deployed to Afghanistan, with an Alaska bill address, and at the time I was on R&R in South Africa, lol, I know, anyway, they just had me send a picture of my face and ID closeup and then they processed it lickety split, no probs
