Every time I try to open the toolset it says that it can't connect to database and to run the toolset configuration program, what database is it refering too and what is the toolset config program I haven't used it in a couple months, please help.

The "Unable to connect to database" error message can be a symptom of a wide variety of possible underlying causes. There's a page on the wiki that goes through the troubleshooting process to identify and solve a bunch of common known causes: http://social.biowar...to_the_database

See if the procedures there are able to help you fix whatever glitch is causing this.
