If he appears at all it will only be a very small cameo but I really don't see the point. Asunder makes it quite clear he is not the main instigator of the mage rebellion. That has totally different leaders. If he does turn up, will the Inquisitor be given the option to kill him? Why is he any more relevant than the other companions? They were all there, saw what he did, had opinions on it. Whilst Averline might be tied to Kirkwall, or returned to Ferelden, Sebastian engaged in retaking Starkhaven and Isabella clearly went off on further adventures (according to the comics), the others were free agents. Would not Bethany have joined the mages or Carver the Templars? (Unless of course they are in the Grey Wardens). I'd actually be interested to know what became of Merrill, since she was outcast from the Dalish. As for Fenris, unless his tattoos finally killed him, surely the Inquisition would be the ideal place for him to use his skills.
Justice is a different prospect because of the fact that he can turn up whether or not you killed Anders. If you executed Anders, then Justice simply raised up the body and continued using it - just as he did in Awakening. If you spared him, then Justice gradually takes him over, completing what was begun in DA2. Or alternative Justice just found a different body to use - there was certainly no shortage at the end of DA2.
Given what they did to Anders after Awakening, and Zevran (whose romance flag didn't transfer), I feel it is better not to see too much of characters from previous games because you only end up disappointed, particularly as the companions in DA2 can end the game with a different outlook depending on whether you friendship or rivalled them. So if Anders returned, it would not just be a case of did you spare him or not, by was he a friend or a rival?
