Cranial Trauma Mod is a wasted mod slot imo, if you have PHB that boost all your damage, not just mook headshots.
If you can still OHK mooks without it, yeah. If you can't... Nope.

40% general weapon damage is hard to pass for ?%(don't remember the number) mook only headshot damage, when there are bosses, Bombers, Turrets etc.. If you could equip both, now that would be worth something.

It's 40%. But it's multiplicative. If it makes the difference between OHK on (shielded) mooks and not OHK, there is no way in hell that the heavy barrel is better than that.

On gold, you can OHK almost all mooks with the heavy barrel if you land a headshot. Hunters, phantoms, pyros and possessed captains may survive. But a character with weapon damage boost like HM geth, DM destroyer, lolfiltrators may OHK them too.
These are not based on numbers but based on my experience with arc pistol. Heavy barrel is a better choice IMO.

So gentlemen, I tried running the build you suggested (AA+Arc+Extended mags+Heavy barrel+Drill ammo vs Cerby on FB White), for you know, science and stuff and here are my thoughts:
1) Having 32 rounds in a magazine sure is fantastic and allows for great CC.
2) Works great for cheesing Phantoms and goons, probably my new 2nd most favourite method of cheesing them (scorpion pistol is the 1st).
3) Taking out Atlases (or whatever the plural word for Atlas is) was a PITA. More specifically taking out their shields. It was borderline aggravating so I just ignored the Atlases and targeted goons, Phantoms and engineers.
Overall I'd say that for the AA, I find phasics to be more beneficial. Especially because I mostly play UUG and could use extra shield damage when going up against geth.
I have one more question for you Arc professionals- does a charged shot behave like a single bullet at long range or does it spread similarly to a shotgun?
It might be just me but when I shot Phantoms in the face at short range, it would be a one shot kill but when I shot them in the dome piece at medium-longish range (shooting the LZ from up the stairs) they would have 2-3 bars of health left. It felt like the charged shot was similar to a shotgun shot where one or two pellets can miss at long range.

I love Phasics on snipers only. Usually if I'm using something where I'm going for headshots exclusively aside from a sniper, I'm using a class that can strip shields, a shotgun that bypasses shieldgate or have an Acololyte.

This is correct, and this will of course depend on the weapon and character.
Some builds will allow the Arc Pistol to "one-shot" a gold Centurion with the Cranial that you would have to two shot with the HVB. On an overload character it is usually better to just go HVB and get the boss damage while you overload the Centurion. But on an adept that may not be the case. But many times you can get enough weapon damage bonus so that you can switch back to HVB.
Something like the Suppressor or Eagle is a completely different matter. They are almost always better with Cranial Trauma as neither is good against bosses anyway.

I know I don't use them optimally (because I can't use sniper rifles to save my life and can't figure out if they help the shield gate thing with high powered shotguns) but I'm rather fond of phasics on my biotic characters when 1) I'm running low on warp, incendiary and 2) I'm using a character that can't make ideal use of disruptor (reave characters, longer cooldowns, etc.). I've been known to throw phasics on my Huntress when I'm low on her obvious ammo choices, since I don't usually carry a shield stripper on her (typically raider only). Helpful on larger shielded bosses like primes and atlases. I'd still rather have warp or incendiary with her but detonating disruptor with her warp for tech bursts doesn't work too well for me so if I'm low on the other and saving my AP ammo for something else, phasics it is.

Phasic are meh, you can't detonate phasics. So no aoe stagger

Excluding the crusader, shotguns don't care too much about shieldgate as far as I know because each shot fires eight pellets that are calculated independently as if they were a eight round rifle burst, and the gate only affects the one pellet that lowers the shields to zero.
Assuming a claymore to the face, the first few pellets will damage the shields, one will be affected by shieldgate, and the rest will splatter the target's face in the normal manner.
Phasics might still be useful to get 1HK's on the tougher mooks and phantoms though, depending on the kit and build.
They're still useful for kits that have problems with shields but do fine against armour, and don't want to use ammo that primes, I've seen several FQE's using phasic ammo for example.
