The only reason why I think it is likely to be balanced is because they would have to have more than six LI's in the game for it to be unbalanced and to still give everyone two choices. I can't see them increasing the romance feature by more than 50% given that they indicated earlier that it would be roughly the same between DA 2 and DA: I. Six LIs fits this, but seven or eight seems too much to fit with that statement.
For us all to get more than one option and for there to be six LI's the balanced system makes the most sense (not that this really holds much weight given some of their past decisions). The only possible permutation that would allow for everyone to have two choices and to not represent the 2/2/2 system would be one like this: l1 straight (let's say) male character, 1 straight woman, 2 bisexual men, 1 bisexual woman, and 1 lesbian. In a situation like this, we still have "straight, bisexual, and gay" characters, like they said, and everyone still gets multiple options, but it's not even distributed. I hope that they don't do this as it would almost certainly fall in a way where either gay men or women (most likely men given their past record) are missing and replaced with bisexual men.
