No. Not just like he wanted, unless everyone has an equal number of options, which he also said he wanted.
Do you have a quote for this? From what I've seen he's only ever said he wanted at least two romances options for everyone. That's not the same as an equal number of options.

He's to account for what he does or doesn't do. If his name goes on it, he's accountable for what's in it, regardless of what it is or what he wanted it to be.

I'm sure that the writing team ultimately decide how the romances are done with the budget they are given, and that the only thing the higher up's decide is how large that budget is.

At no point did I make any assertions about how the game is going to turn out. All I ever said was that I was waiting on further information before I make the decision on whether or not to purchase the game.
