While I have some worries about diminishing quality, that boat sailed with the introduction of orientation. Happy if it turns out there will be 6 companion romances(3-3) plus a couple of npc ones.
Maybe...nothing is confirmed yet.
It still might not be equal for all orientations, gender, etc.
I don't think its illogical, I think it would allow them to stick to their characterization. There could be a human companion who looks down on elves - at which point letting an elf character romance them muddies their characterization. Unless that companion's character arc is about them learning to accept elves, but what if they don't want that to be his arc?
They could also gate them by class - in the mage/templar war, it's completely possible some companions may not want to romance a mage. Or could think mages are superior and only want to romance mages.
I'm coming at it from a simple numbers point. ~70% of players played human in DAO (taking DAO as a springboard). Restricting to any race other than humans cuts your potential audience down to ~30% at best. Then is the gender shift and finally if you decide to limit another race (Elves were the second most popular origin race with dwarves at the rear). A romance that only 5% of players have at best a chance of seeing is probably not going to get the attention that a romance that has a 75% chance at best of players seeing.
As for characterization of being anti-human, elf or whatever that's fair enough.
As for human companion that looks down at elves. He'd more than likely have getting over it as part of his arc not for a romance but simply for interaction with a elf Inquisitor.
The mage/templar war is not the main issue here. Though yes class presents much the same issue race does. I'm fairly certain warriors and rogues were the majority of players (though I don't recall...wait it had to been. HN was the most used origin and HNs can't be mages in DAO).
The gender restrictions are already cutting your audience by a fair amount (much more so with eliminating male PCs from the romance than female to be fair). I'm not seeing them putting race and class on top of that. They might but I see it favoring the majority. (Human, male, and warrior).
Edit 2: I'm still coming from the standpoint of there being sixish, maybe seven romances though. I refuse to get hyped for eight. Refuse.
If there's like 11 mances though...yeah they could probably manage some race restricted ones. But I still see said restrictions favoring humans.
For me it depends on how they don't get along. If they're at each other's throats like Fenris and Anders, yeah, I'm going to wind up being bros with whoever didn't start it, but it's entirely possible they're more mellow about it.

With 13 race/class/gender combinations, potentially 8 romances and over 100 hours worth of gameplay per playthrough, it seems like I'll still be replaying this by the time the next game comes out. Maker give me strength.

If we're going to have "only" 6 LI (I was ok with 5
), I'd rather not have any more gating... if there's a chance though that there's 8 or even more LI (I don't know how are they counting LI in ME 3), then I'd be ok with other kind of restrictions. In fact, I could even think it'd make more sense if there were other restrictions instead of only gender

There is no playersexual-based romances in DA:I
The "more romances than any BW game before" is throwing me for many loops. The most we had in a base game was ME2 with 6 romances + flings, right? My brain, it will not work, it will not think, it cannot comprehend.
SWTOR had 22 romances + lots and lots of flings (it is a BioWare game, a few of the DAI writers worked on it even). Someone made a comment without knowing BioWare games/romance count or forgot to list all the "exception".
