David's comment about some gender/race combinations getting more options than others and trying to balance it so that certain groups are not too heavily favored implied a fair amount of both race and gender restrictions going on. Definitely more than one or two.
I interpret the comment in a way that if you romance one LI with a human PC and with a qunari PC then the romance content might be different. For example you don't see the sex scene if you play with Qunari PC.
I'm confused, when did they confirm racial restriction? My males were most disappointed when they heard they can't romance Sera. I'm going to be quite displeased if I must make a spreadsheet to decide what story I'm telling. Although it might keep replays from getting stale.

Now you see... the spreadsheet's a bit of a selling point for me, but I can see why it would put others off. (I have a fondness for meticulously planning out my games drives my friends crazy).
Yes. There is no guarantee that a particular gender/race combination will have as many romantic prospects as another.
And that's fine. Romance options are not candy to be dispensed fairly and evenly, and if there's a particular character that you've decided before the game is released that you must romance, it's advisable you play a different PC. The most we can do (and have done) is ensure that there's no overall slanting towards a particular group-- it's all over the map, for various reasons.

I would say Qunari might be one race affected. I doubt Cullen would like them because of Kirkwall and if Varric actually is an LI he'd be the same.
That might be possible. It doesn't sound that bad if you can't romance one LI with one race while romancing that Li with other races is possible.
If this turned out to be true I'd be disappointed to say the least. It'd make it completely impossible to play a queer lady Qunari :/
Or a straight male qunari, for that matter.
Trust me, it's not an outcome I want. It's one I fear.

Having Varric be a romance option only for female dwarfs seems like a lot of work for very little payoff. An entire romance arc that only people that play both as a female and as a dwarf will get to see? It just doesn't seem likely to me.

XD those tend to be the playthroughs I have the most fun in. "Best way to stop that is to show me you're competent!" trolololol watching the companions get pissed is always hilarious.
