I think it's definitely Cole. We got a human male rogue with shaggy blond hair, which is Cole's description, and he was leaked in the survey as a rogue. I doubt he's someone else. Especially since everything else in the survey came true, basically.

Slight character aesthetic changes are pretty different than totally cutting characters.

The only thing that makes me doubtful of him being Cole is that, from a glance, he looks the most like a character that's been designed as a love interest in mind. Thinking back to characters like Anders, Alistair, Zevran, Fenris, Kaiden, Carth, Thane, Aarin, Valen and 90% of the SWTOR cast (doc being the only slight exception), his appearance fits the bill significantly better than any of the other male cast members, save Cullen. And as I mentioned earlier, Gaider seemed opposed to the idea of Cole being a romanceable character for obvious reasons.

It doesn't surprise me that Cole looks that way because, well, that's how Cole looked. We always knew he was an attractive blond guy.

I know that, but it would strike me as an odd design choice for a more general audience. I would be tickled if it does end up being Cole because it's an obvious shout out to fans of the books, but given Gaider's apparent weariness regarding romance I'd be a little surprised.
I've gotten the impression they design characters for the story and then select the LIs from what's available and suitable. Cole happens to be a good looking guy, but he wasn't going to be suitable as a LI because of his mental state. He's likely to be something of a little bro.
Or maybe paul hogan decided to become relevant again
