Do what Cerberus did. Have a settlement that is safe from harm that the refugees can go to and turn the them into your own personal army.

more than likely you start with the small "rogue" group of seekers, who secretly arent rogue and still work for justina, helping you.... until you start getting into the heavy stuff and being able to recruit other factions... think of it like the wardens... an army that has all races from all nations and answers to no one... you know, just without the darkspawn taint

At first, troops will likely be composed of Chantry Seeker loyal to Cassandra and any surface dwarves that Varric can persuade to join him. Everything past that will be up to the Inquisitor and his or her actions.

There's a warehouse dealership that deals in bulk generic soldiers at reasonable rates, they come in Human, Elf, Dwarf, Qunari, and Darkspawn. Depending on your needs, you order a select amount of soldiers and outfit them in whatever armor your faction has. How else do you think there are so many generic mooks in Dragon Age?

Iron Bulls Mercenary Company
Cassandras Seekers
Cullens Templars
Those will be our starting forces I should think.
Plus Varric is a wealthy member of the Merchants Guild, its likely he could get us a few more Mercenary Companies if he is committed to our cause.
We'd likely get troops from either Gaspard or Celene depending on who we support

I would Guess that initially it's from Cassandra. Other characters like Cullen might be able to get us a few soldiers, after that you may have to build your forces in other ways. We know that we are meant to be expanding the Inquisition and that we can choose to make it as powerful as possible (or not) before we Finnish the game.

as for monetary supplies, i think we are going to have to find our own way first, then as we get bigger we can let it run itself

Initially - very few. Splinter group of a torn apart group (Chantry/Templar/Circle/Mage/Other)
Eventually - probably EVERYONE. Leaders from all over, either in cooperation with you, or at your service.
For all we know, the Inquisition may be the foundation of a new Thedas main nation/organization/rule/empire.
Indeed - at least if YOU (the inquisitor) do your job right:
Restore Order and the Rule of Law (that's at least what the Inquisition did in the past - prosecute crimes, go after dangerous people etc.)
=> everybody thankfull will help you however they can (hell, they said you can go so far as "DEMAND" help) be it money, supplies, weapons/armor and people ![]()
of course they also started to oppress people (an entire "race" if you will: the mages...)

With the orlesian civil war , The mage-templar war etc, you'd think there wouldn't be droves of men/women available for the inquisition's forces so where the hell has the Inquisition gotten it's army from, do you think?
