Given Leliana's mother was a maid to Lady Cecile, it's quite likely her father was also a servant.
That is possible as well. Whether soldier or civilian I don't believe Leliana's father was highborn either, as Leliana is never referred to as Lady Leliana. Also the highborn all have last names, indicating a link to their proud noble houses. That Leliana's last name is never mentioned may be an indication that she doesn't have one, which in the medieval era at least was not uncommon for some people in the lower classes. Perhaps the same is true of Thedas.

Even that may be linked to the Ferelden War of Independence however. I can't imagine Orlesian noblewomen, no matter how kindly, would have been popular in Ferelden in its immediate aftermath. This would be particularly true if Lady Cecile had been a vassal of King Meghren, or if her family had ruled over a Ferelden fiefdom gained during the occupation period.
