The way they talked about it in Josies interview i see them as friends. But they could have been lovers at one point before the warden is kinda how i see it. If Leliana was unromanced in DAO and you don't romance Josie then i could see them getting together maybe.

I don't think sea shanties are often sung by people with musical talent. Usually they're drunk and barely able to form words. :S
