Leliana almost certainly wouldn't be an LI this time around.
If however Bioware went that route, it wouldn't necessarily be 'cheating.' After all 10 years have passed since the events of DA:O and anything could have happened within those ten years. In order for it to be cheating, Bioware would also first have to establish that Leliana and the Warden were still in a relationship.
Well, in the DA2 mision "Faith" where Hawke and Sebastian meet her in the chantry, a romanced Leliana states that the Warden was "dear to her heart", implying that the relationship did last.
But yes, the whole "cheating" thing is precisely the reason why they wouldn't go the LI route with her. Remember the wailing caused by the Zevran bug where he could hook up with Hawke regarless of LI status in DAO?

She's back no matter what. If Hawke asks about her suppsoed death in DA2, she just handwaves it with something like "The Maker decided it wasn't my time" (Guess that makes her Leliana the White? 
)
So it is a flagged choice. We just don't know what its potential significance is.
I think it's been suggested her survival will be explained at some point. Not sure if they said it'll be this game, though.
The theories on the forums were something about the ashes bringing her back, right?

You'd think so, but even to this day there are people angry that she's still alive after "I decapitated her!"
The precise details of the animation might not be canon, but a decapitation animation should be able to be taken as an unequivocal indication that the character in question has been killed.

I can imagine that Leliana will end up just calling him the "Stenishok" like most of us do.
Then start making fun of the time she caught him playing with kittens and claiming he was "training" them, wondering if he's going to make them fight as part of the antaam, as part of his new "Shock and awwwww!" tactics against the rest of Thedas?

With this character's death, the thread of prophecy is severed. Restore a saved game to restore the weave of fate, or persist in the doomed world you have entered
